Born in 1936 in London, Pamela went to school at Haberdashers. She came to Israel from England at the beginning of 1949, when her mother, she and her younger brother joined her father who had volunteered in Machal, to serve in the Haganah. Educated partly in England and partly in Israel, Pamela attended the Hebrew University before enlisting in the Israel Defence Force, where she served in the office of the Chief Ordnance Officer. She met her husband Werner in 1955 and they were married in 1956.

After spending five years in Central America, at the Israel Embassies in Guatemala and Mexico, she returned to Israel in 1965. By this time she was the mother of three children, the youngest born in Guatemala.
Pamela subsequently worked in the Public Relations Department of the Hebrew University, in charge of Visitors and Special Events and eventually became the personal assistant to the University President, Abe Harman. Following her early retirement from the university she acted as personal assistant to Aura Herzog, wife of President Haim Herzog and in that capacity also accompanied Mrs. Herzog on trips abroad.
Pamela has continued to be active in many fields and organizations, including the International Women’s Club, Friends of the Hebrew University and the International Council of the Israel Museum. She is a Life Member of Hadassah. Her hobbies include travel, reading and Scrabble, and she is a charter member of the Sam Orbaum Jerusalem Scrabble Club. Together with Werner, she is proud of their four children and twelve grandchildren, all of whom are living, working, serving in the IDF and studying in Israel.
